[GE users] One email when entire job array completes?

Just one check will do: check if there are any array
tasks left. If it is a normal job, then it just won't
have any.

But yes, I agreed that it can slow down qmaster if you
have lots of jobs finishing.

May be the qmaster event mirror in SGE 6.0 would help
for this kind of pulling work?
