Use "qconf -shgrp @allhosts" to see the definition.  It is a way to refer to a set of hosts.

As usual, Reuti is correct.  Change the userlist entry to NONE and you should be on to the next opportunity.

What do you mean by "groupname @allhosts"? This is all pretty new to me so
I'm not familiar with the terminology yet.
