[GE users] Suspend Queue but allow jobs that are running to finish

Hi Jinal,

It depends on what you mean by "stop accepting new jobs".

--- if you want an individual host or queue to stop accepting new jobs,
you would disable the queue or all queues on that host

--- if you want the master to stop accepting jobs altogether, then
perhaps you could do something like temporarily have no submit hosts.
Then, anytime someone tries to submit a job, it will be rejected.

There might be other ways to do this which involve users lists....
