I think I'm beginning to see the problem. 
The output of "qconf -se global" is:
 % qconf -se global
hostname              global
load_scaling          NONE
complex_values        NONE
load_values           NONE
processors            0
user_lists            deadlineusers defaultdepartment
xuser_lists           NONE
projects              fast long regr very_long
xprojects             NONE
usage_scaling         NONE
report_variables      NONE

I changed user_lists, adding, test.  Now  the output of "qconf -se global" is:
%  qconf -se global
hostname              global
load_scaling          NONE
complex_values        NONE
load_values           NONE
processors            0
user_lists            deadlineusers defaultdepartment test
xuser_lists           NONE
projects              fast long regr very_long
xprojects             NONE
usage_scaling         NONE
report_variables      NONE

My jobs are still not running, but I guess it's because one belongs to a
project which is not on the list, and the other belongs to the NONE project.

So I created a new project called test, and added it to the global projects, and,
since I excluded the other projects from a couple of hosts, my new job ran on
one of them.
