There is a scheduler parameter called "maxujobs" that will limit the  
number of jobs that any user can have active at any one time.

If you want to enforce a max limit across all machines and all queues  
at all times then this is probably your best bet. There are other,  
more efficient methods for allocating cluster resources among  
competing users. If that direction interests you, check out the SGE  
documentation regarding "Policy Based Resource Allocation" - in  
particular the Functional and Sharetree policies. Maybe what you want  
is a simple "fairshare by user" policy which would avoid having to  
hardcode an artificial limit into your system.
