ENV (right now anyway)

one cell: default.
One q: all.q

GOAL: prevent users from submitting jobs to all.q

We have a number of hostgroups configured and would like
to force users to use a hostgroup instead of all.q

Is there a way to modify the configuration so that when/if a user
"forgets" to specify a hostgroup (i.e. -hard @@linux) the job is
forced onto a queue we specify (like @@linux) and still be able to be
over-ridden if the user behaves and supplies a hostgroup?
