[GE users] Calendar et h_rt limit

are you suspending only some of the queues with a calendar? Then you 
could first use a different seqno for the queues/nodes and select sort 
by seqno in the scheduler. The idea is to select the queues/nodes which 
might be disabled at least.

Another idea might be to have 2 hours (or whatever you prefer) of 
"disabled" before you switch to "suspended" for a queue/node.

PS: If a queue becomes "disabled" while having already a job inside, 
this will not affect the job. Maybe the release note should destinguish 
these two states.
