[GE users] How do you verify scheduling priorities?

I am using SGEEE 5.3p6.  Looking at the output, I do see the jobs that are running and
that have the greatest number of tickets are listed first.  However, further down in the listing,
I see some jobs listed that have fewer tickets than the jobs listed below them.

Ex.
