You are right.  If I set export SGE_QMASTER_PORT=1096  everything goes
through.  Now the question is how do I make it look at the port 537.

Looks like:

Issue 1096:

During the installation procedure, if a non-root 
user is selected as the "admin", the sge_qmaster 
daemon dies with messages like this 
in /tmp/sge_messages:

06/14/2004 16:40:39|qmaster|dvcgridm0|C|can't 
create handle for communication


But this should only be the case when running as a non-root user. Your
schedd 
is running as root. Just for curiosity: can you reinstall SGE with a
hard coded 
port >= 1024. - Reuti
