[GE users] Reservation and Backfilling with SGE 6.0 on a Linux cluster

The scheduler only writes the scheduler file when the following 
parameter is set:

% qconf -msconf
...
flush_submit_sec                  0
flush_finish_sec                  0
params                            monitor=1    <- this flag enables the
reprioritize_interval             00:00:40        scheduler file
halftime                          168
...

see  man sched_conf(5).
