[GE users] Missing Tickets

I am trying to gain a better understanding of the scheduling in my cluster so that I can 
determine if users are getting the share of resources I have configured.  

I have configured share tree as the only policy with tickets.  It is my current understanding that
jobs are ordered in the output of qstat by which jobs has the most tickets.  I noticed that some jobs
have no tickets at all and am confused as these jobs are associate with projects that are configured
with some portion of the tickets.

Can someone explain why these jobs do not show up as having tickets?
