[GE users] Job_ID Problem

Hi,

The file is

   <qmaster_spool_dir>/jobseqnum

if it didn't contain the last job id it means that this file was either
deleted or could not be updated before.

If the file doesn't exist at startup qmaster "guesses" the next job id by
taking the highest job id from the currently active jobs.
