[GE users] NO_REPRIORITIZATION in SGE 6

It's a "safety" feature, not a bug!!

Shannon changed it for SGE 6, and I ported it back to
recent SGE 5.3 patch versions.

If you really want to have negative nice value, I can
tell you where to modify in the source.
