[GE users] dry run and load thresholds

Yes, this is what is happening.

It's not a Bug, it's a Feature!

The idea behind this "verify" step is only to verify that it is 
"possible" to run a job.  It does not try to guess "when" this job can 
run, since there could be many reasons why the job cannot run at this 
particular time, though it may run at a later time.

In your case, the reason is, "there are other jobs currently occupying 
the required resources".
