[GE users] Machine Priority

I have another question about this thread,  I defined a cluster queue 
serial as follows.  I want the @3gig to accept jobs first , then the 
@2gig hostgroup, and then last the @1gig hostgroup.  I defined a seq_no 
of @1gig=150, @2gig=100, @3gig=100.  I understand that they should 
accept jobs in the order of the lowest to highest seq_no.  I am seeing 
no indication of this right now.  I have tried the seq_no as indicated 
and oppositte, but all my serial  jobs always go to @1gig.
