[GE users] restart job

I had rerun set to true and I added '-r y' to qsub, just to be sure.  I
played around with max_unheard and loadreport_time but overlooked
reschedule_unknown, it was set to 0 so they would never restart.  I
figured I must have been doing something stupid.

BTW, besides setting "reschedule_unknown" which Shannon already
mentioned,
I also set "rerun" to TRUE, so that users don't need to add "-r y" when
they qsub...
