Is it working when you do this by hand? Maybe you have to adjust the 
/etc/pamd.sh and comment out the line:

#auth     required       pam_securetty.so

because rcp uses rsh in the end (according to the man page).

PS: You mean ~/.rhosts of root in machine A I assume.
