Actually it is easier to kill all of the individual compute nodes with
$ qconf -kej
run as root  or a grid manager from the master, before killing it.

You can use 
        qconf -ks -km

to kill the scheduler and qmaster in such a way that no shadow master
attempts to take over.

The individual compute nodes can then be stopped / started via the standard
/etc/rc.d mechanism.
