There's no need to use a custom resource.  You can set the value of 
"slots" at the host level to 2, then the total number of jobs that will 
ever get scheduled to the hosts is 2, regardless of which queues.

In GE 6, you set this in the "complex_values" for each host.  EG, when 
you do:
'qconf -me <hostname>'
change the value of "complex_values" from "NONE" to "slots=2".
