[GE users] prolog script

The prolog/epilog/pe_start/stop are started like a "command" - that means
the default shell is not used. you can eitherrun a binary or a script which
used the "#!/<path_to_interpreter>" synstax in the first line of the script.

(the behavior of starting prolog/epilog/pe_{start|stop} has been changed in
on of the eariler 5.3 patches , so this description doesn't apply to the
very first versions of SGE 5.3).
