[GE users] 6.0u3 darwin - userset and GUI problems

The error message "not allowed to submit" is not targeting the access to a que, 
but the access to the cluster at all, which is in the global conf. This you 
reset to NONE in the user_lists and xuser_lists again? - Reuti
