[GE users] Queue Selection order in qrsh

This is an addition to this issue which I added at the end of that  
thread there. In total it should provide:

[ ] stay in clusterqueue
[ ] stay in hostgroup
xx pe_seqno

But for now, you can get a similar behavior with:

- one clusterqueue for each hostgroup with only one hostgrp attached  
to each cq
- one PE for each hostgroup (simply a copy & paste of the same defs),  
named mype1, mype2, ...
- attach exactly one PE to each cq, which in turn has only one  
hostgroup attached

and request in qsub something like: "-pe mype* 4"

Only drawback: no sequence order in the taken PEs. - Reuti
