It doesn't matter whether telnet is disabled or not, since you are not
connecting to telnetd.

When you do "telnet emac21.binf.gmu.edu $COMMD_PORT", you are actually
trying to connect to the SGE commd (the communication daemon), but if you
get "Connection refused", it means that it is not accepting connections.

Can you check whether commd is running or not on the master machine??
