[GE users] Max Jobs/User limit

Sebastian asked for this feature before, and you can
take a look at Andreas's answer:

(IMO, the workaround is not perfect, so read on)

It is easy to implement what you want in the scheduler
-- if you know how to program in C, it should be no
more than 30 lines of code:

libs/sched/sge_job_schedd.c:job_lists_split_with_reference_to_max_running()
(around line 390, with the latest SGE6.0u3)

The code is looping through the list of users, and the
check is:

  if (jobs_for_user >= max_jobs_per_user) {
    DPRINTF(("USER %s reached limit of %d jobs\n", 
            jc_user_name, max_jobs_per_user));
    ...
  }

So you just need to add some code to handle users who
can run more jobs (or less jobs) than others.

If you don't know how to program in C, then you can
open an issue (actually an enchancement), and assign
it to me (Ron).
