[GE users] SGE-6.0u3 Only 99 event clients are allowed in the system

For what it's worth, we're doing this with job holds.

We'll submit a bunch of jobs, and then submit a job with a dependency on
the all of the jobs to generate reports, or process the data from all of
the other jobs.

Qevent doesn't seem much easier, at least for our application.
