[GE users] SGE-5.3p4: priority, nice values and slave jobs

Hi,

regardless of this being a bug, SGE should use the nice value of the queues
on the slave hosts. The nice value of the master host queue is not
propagated.

However I think it's not a bug that negative nice values are possible to
configure (but not adviseable usually).
