You will see the scheduler assinged tickets with

    % qstat -ext

The following script can help to condense the output (it works for 5.3 and
it should work for 6.0 as well):

What is the value of

    share_functional_shares

in the scheduler config?

You also need to check other values of the scheduler config which influence the policies:

    % qconf -ssconf|grep weight_

See the scheduler config man page sched_conf(5) for more information about these values.
