[GE users] SGE-6.0u3: High Priority Queue

the observed behavior is just "as is". It was already a point of discussion:

The question is of course: which one of the (in your case) four jobs to 
suspend? Possible workaround anyway:

Define 3 cluster queues for the normal jobs:

a) seq_no 10
   slots 2

b) seq_no 20
   slots 1

c) seq_no 30
   slots 1

and adjust the scheduler to "queue_sort_method seqno". This way first queue a 
will be filled up, later on b and then c.

The priority queue will subordinate them on different levels:

p) subordinate_list b=2, c=1


So the c queue will be suspended, when there is just one priority job - and 
when the second comes in, also the other queue b will be suspended. Depending 
on your job turnaround time, this might of course lead to the situation that 
b+c are suspended, although a is empty.
