[GE users] SGE-6.0u3: High Priority Queue

I was just beginning to set up subordinate ques to prevent node
oversubscription, in response from a kind suggestion from Reuti, but reading
this makes me think that was a bad idea - not to mention that it also
sometimes crashes qmaster when I click OK on qmon saving the changes.

It is a feature which will be fixed :)

IMO, SGE6.0 already scales quite well, and it is time to improve the
scheduler for the next release - esp. we now have so many people migrating
from LSF.
