[GE users] Max Jobs/User

All new features should go into the SGE6 branch, but
you can port the code back to SGE 5.3. Are there any
special reasons that you want to keep using the older
version of SGE?

As I have already mentioned in that mail thread, we
need someone to open an issue, and then discuss about
the interface needed for user specific maxujobs - may
be on the dev list.
