[GE users] controlling openmp jobs

You can create a starter method (ie. job starter) to set OMP_NUM_THREADS to
1.

However, the user can override OMP_NUM_THREADS in the job scripts, also
there are many ways to set OMP_NUM_THREADS (e.g. from an external script?),
and you may not be able to catch all cases...
