Alternatively, you could put the low-memory systems into a hostgroup, 
and then use a soft request on the low-memory jobs such that they 
"prefer" to go to the low-memory systems, but will take a high-memory 
system if available.

In general, soft requests provide a way to implement multiple 
preference schemes --- seqno (and sort by load) locks you in to just 
one.
