True. However the next higher logging is WARNING() and actually
disabling does not justify a warning(!). This means actually
lots of these uninteresting INFO() logging should become
NOTICE() ...

Well, possibly the more practicable approach is to intermediately
raise loglevel deamon-internally

   u_long32 old_ll = log_state_get_log_level();
   log_state_set_log_level(LOG_INFO);
   INFO((SGE_EVENT, MSG_STARTUP_STARTINGUP_S, sge_dstring_get_string(&ds2)));
   log_state_set_log_level(old_ll);

this is how we guarantee

   starting up 6.0u4
   controlled shutdown 6.0u4

be logged to messages files *irrespective* of loglevel. The reason
we did this with those messages is that having that particular
information available is sometimes critical to support an
installation.
