[GE users] qsub - connection refused

I don't even have telnet installed on these machines.  I suppose I could
install it and give it a try.  I'm pretty sure it is accepting connections
though.  The qping command works.

% telnet <qmaster host> <qmaster port>

Is the master accepting connections??
