[GE users] SGE-6.0u6: subordinate queue not suspended

Hello,

in one of our clusters we've been using the subordinate mechanism for
quite a while now and it's always been working fine.  But SOMETIMES the
subordinate queue does not get suspended and we have 4 running jobs in
one host instead of 2.  Any ideas?

Setup (only relevant data; some substitutions....):
