[GE users] SGE-6.0u6: subordinate queue not suspended

Hi Reuti,

thanks for your quick reply.  But:

   a)  If it did work, it would still not work as expected.
   b)  It does not work.  I have already tried with queue_guest=1.

Three Jobs would be ok, because there are not many single cpu jobs.
Funny though, without load_thresholds a fourth job could suspend the 
third....
