[GE users] failed assumedly before job:can't write script file

Is it possible to modify qsub so that qsub actually checks file type
before it goes ahead submit a job. It's nice for qsub to just quit and
display a reason why binary must be used with "-b y", instead of
knocking off each available node on a cluster in turn .
