[GE users] can't set ulimit during batch jobs

When you use 'qrsh' it actually logs you in through ssh/rsh, which goes 
through the pam stack and thus pam_limits, which is what reads 
limits.conf.   When you submit a batch job, the sge_execd starts the job 
directly, so it never goes through the pam stack and thus limits.conf is 
never processed.
