[GE users] Limiting number of serial jobs using sge 6.0

You could (ab)use a PE for this. For a PE you can limit the number of  
slots, so all serial jobs would have to request a PE with one slot,  
and you won't have any standard batch queues in your system (set  
qtype NONE).

Another option might be to define a consumable resource, and all  
serial jobs have to request it. But this would only work, if your  
users are cooperative.
