[GE users] job priority question

Hi there, I have a question on priorities.
Suppose I have two users, one that is "bombing" sge with several jobs, 
many of which remaining in queues because he fills the requested queue. 
Suppose that the other user has to send a job to the same queue. Since 
there is no policy defined there is no reason why I have to give much 
more "importance" to one user, I wonder what happens to the job of the 
second user, meaning that I wonder if its jobs has to wait that all the 
other user's jobs end or if it runs as soon as one slot in the queue is 
available. In other words:

job 347 has to wait that jobs 340-346 have finished or it goes before 
340 since userA has a lot of other jobs to run?
I suppose that in default conditions job 347 is the last job that will 
run on the cluster, so is there a way to instruct the scheduler so that 
if one user (userA) has a lot of jobs pending, their priority is set 
lower than priority of a user (userB) that has few jobs even if he 
submitted his job after?
Mmm, don't know if I have been that clear...
