[GE users] how to configure subordinate queues with 2 slots?

Hi Richard,

what you see is the intended behavior. There is already an issue to
suspend only some slots of a queue:

http://gridengine.sunsource.net/issues/show_bug.cgi?id=1245

But for now you could only circumvent this with a setup like:

http://gridengine.sunsource.net/servlets/ReadMsg?list=users&msgNo=11735

by using two different queues for the subordinated queue(s) and
suspend them by setting different values to trigger the suspension.
This might lead of course to the situation, that the still running
queue runs out of jobs, and you have again an idling CPU, while one
slot with a job inside is still suspended.
