[GE users] moving job to top of queue

Hi Ray,

1) if you are already using the ticket-based policy (eg, share-tree,
functional policy), then you could simply grant extra override tickets
to that job, ensuring that its priority is boosted.

2) another way is for you to set the POSIX priority of that particular
job to be a large positive number.  Then, assuming that the POSIX
priority has a large enough weighting factor, it will give this job a
boost to the top of the pending list.

Method (1) has the advantage of boosting the job's ticket-based
entitlement without interfering with any other urgency-based policy that
you might have set up.
