[GE users] "nice CPU"

Hi all,

 I'm having some doubts here maybe someone can shad some lights. It's about "nice CPU", from my understating the nice CPU is related with the rescheduling of the process in the CPU stack or something like that. I have this job partree and as you can see in the top output.

Cpu0  :  0.0% us,  1.0% sy, 99.0% ni,  0.0% id,  0.0% wa,  0.0% hi,  0.0% si
Cpu1  :  0.0% us,  0.0% sy, 100.0% ni,  0.0% id,  0.0% wa,  0.0% hi,  0.0% si
Mem:   4059580k total,  3440080k used,   619500k free,   216172k buffers
Swap:  8385920k total,        0k used,  8385920k free,  2244680k cached

PID USER      PR  NI  VIRT  RES  SHR S %CPU %MEM    TIME+  COMMAND
6631 lfa       39  19 24608 8280 1392 R 99.7  0.2  15435:50 partree
6663 lfa       39  19 25552 9228 1392 R 98.7  0.2  15406:25 partree  

It get's the 2 CPUs on 99.7 and 98.7 usage. But 0% in user usage. If i have a policy in the SGE based on CPU time limits how can i control the "nice CPU". Is it possible to set a CPU limit for this one as well ?
