[GE users] No access to tty

this is a problem local to the cshell.  we use the option -S /bin/sh and I
changed the default shell of the main user to /bin/sh to avoid this and
other annoying cshell-isms.
There's something about this error in the docs IIRC.

Thus no job control in this shell.
