I am running into an issue where new jobs are landing on queues that are 
1 of 2  slots consumed by a qrsh (with 0.00 load) rather than landing on 
queues with 0 of 2 slots consumed and 0.00 load. The queue sorting is 
set to the default "sort by load", so i realize the queues are sorted 
relating to their load average, but I am wondering when slots consumed 
comes into play, not finding anything specific on it in sched_conf. It 
would make sense for qrsh session jobID 407313 to go to a queue with no 
slots consumed vs. one slot consumed, when the load avg. is the same, 
but it did not (e.g.).
