[GE users] Newbie: @group and fractional usage

I misunderstood a previous email on how to set this parameter.  But  
it doesn't matter.  See below.

$ qconf -sconf | grep execd_params

job rejected: the user "dkulp" is no deadline initiation user
$ id dkulp

$ ps auxw | grep qmaster
