[GE users] boosting high resource job priority over time

Look into the SGE 6 'Urgency' Policy -- one of its design goals was  
expressly for this purpose (preventing job starvation in the pending  
queue). Basically it can boost a pending jobs entitlement numbers  
based on how long it has been pending for ...
