[GE users] Could not decrease "max_u_jobs" job counter

you checked the set value of max_u_jobs in the SGE configuration just  
for curiosity?

qconf -sconf

And maxujobs in the scheduler for running jobs (what your observation  
looks more like):

qconf -ssconf
