I am not aware of any wrapper I would have willingly set up ;-)

The files are owned by root, names as, e.g., qstat.txt.27088

and would start as

It seems there is a <Queue-list> entry for each queue instance.  It looks more 
like a scheduler file or load values report.  There is indeed a scheduler 
monitoring flag set (params: monitor=1), but why a "qstat" name, and why stored 
on the submission host, not the qmaster?  And then why xml?

Each file is about 500 KB, a few files are produced per hour, the numbers (at 
the end of the filename) are not sequential (doesn't look like job_id)...

I can see also that this process stopped on september 20th...
