... read up on "Resources", specifically on how to make a "user  
requestable resource" and how to set that resource so that it is FORCED.

There is a related blog post here that covers how to make a queue  
that users must specifically request:

... specifically that post shows how to create a resource and make it  
FORCED. The end result of a FORCED resource is that if the user does  
not ask for it, the object the resource is attached to can not be used.
